Swanger Legislation Further Encourages Public Participation in Budget Process
Bill establishes five-day waiting period before final vote
Legislation that would establish a five-day waiting period to allow for sufficient public review of appropriations and revenue bills has been introduced by state Rep. RoseMarie Swanger (R-Lebanon).
“Providing General Assembly members and constituents with a more adequate window of opportunity to review the details of budget bills we have crafted will improve the quality of the legislation,” Swanger said. “The five-day waiting period my bill requires encourages more openness and transparency in state government and should raise the level of trust the public has in their representatives in Harrisburg.”
Under Swanger’s legislation, no appropriations bill or revenue bill would be given a final vote in either the state House or Senate until the version of the bill to be voted upon has been made available on the General Assembly’s publicly accessible Web site for a five-day waiting period.
“The five-day waiting period would also pertain to amendments to these bills, as well as reports from conference committees,” added Swanger. “While my legislation may draw out the budget process somewhat, it does provide for a more thorough vetting of bills by all parties and ensures sufficient time for review and public comment.”
House Bill 2367 sits with the House State Government Committee.
